Man charged with sexual assault of 14-year-old

ELKHORN—A 20-year-old man is charged in Walworth County Court with having sex with a 14-year-old girl and giving her drugs.
Jacob H. Kennedy of Dousman is charged with two counts of sexual assault of a child under 16, one count of exposing genitals and one count of misdemeanor contributing to the delinquency of a child, according to the criminal complaint.
Kennedy is accused of providing the girl and another girl she knew with dabs—concentrated doses of cannabis made by extracting THC—on July 28 in the village of East Troy, according to the complaint.
He then allegedly exposed himself and touched the 14-year-old, according to the complaint.
The next day, Kennedy and the girl allegedly met, got high and had sex, according to the complaint.
Kennedy told village of East Troy police he thought the girl was 15 and admitted to providing the drugs, according to the complaint.
