Thomas Orlando Rogers, Jr., 71, of Janesville, died Sunday, Aug. 9, 2015, at Mayo Clinic, Rochester, MN, with his loving family at his side. He was born to Thomas and Alice Rogers in Steubenville, OH, on May 1, 1944. He graduated from Miami Edison High School in 1963, received a BA in History and Political Science and a Master's in Urban Planning from the University of Tennessee, Knoxville. He married his high school sweetheart, Harriet Digby, in 1967. Tom was Planner and Public Works Director for Johnson City, TN, for six years before moving to Janesville in 1979. He was a 27-year public servant for the City of Janesville. He served as the City's Public Works Director from 1979-1987, when he was promoted to Assistant City Manager until he retired in 2007. Tom was an elder at Rock Prairie Presbyterian Church, served in the Tennessee National Guard, and was a member of the International City/County Management Association for 34 years. He loved all family activities (especially skiing), fishing, visiting family and friends in his RV, watching college and NFL football, and charcoal grilling at which he was a master.

Tom is survived by his loving wife, Harriet of Janesville, and Whitefish, MT; and three children: daughter, Terri and husband, Andy Adams of Philadelphia, PA; daughter, Traci and husband, Curt Lindsey of Roscoe, IL; and son, Thomas, III of Madison, WI. He is survived by three grandchildren: Meghan, Molly and Joshua Thomas; three sisters: Donna Strobel of The Villages, FL, Carolyn Pickard of Asheville, NC, and Bobbie Cunningham of Micanopy, FL; and many nieces, nephews, other relatives, and lifelong friends. He was preceded in death by his parents.

Funeral Services will be at ROCK PRAIRIE PRESBYTERIAN CHURCH on Saturday, Aug. 29 at 11 a.m. A Memorial Visitation will be held on Friday, Aug. 28, from 4 until 8 p.m. at SCHNEIDER'S FUNERAL HOME & CREMATORY.
