Beloit man arrested in connection with body found in parking lot

BELOIT–A 69-year-old Beloit man is being held at the Rock County Jail in connection with a body found in a downtown Beloit parking lot, Lissa Druss Christman, police department spokeswoman, told The Gazette.

The man found dead Saturday morning was identified in a Sunday evening department news release as David A. Banks of Beloit.

His death is being investigated as a homicide after an autopsy completed Sunday by the Dane County Medical Examiner's Office found that Banks died from a stab wound, Druss Christman said.

Percy L. Oliver was arrested by the Beloit Police Department on charges of substantial battery to Banks. Oliver knew Banks, Druss Christman said.

It was “through the course of the investigation it was determined,” Banks knew Oliver and Oliver is a suspect, Druss Christman said.

Citing the ongoing investigation, she would not expand on how the two were connected, why Oliver is a suspect and what specifically has led to Oliver being arrested on charges of substantial battery. 

Druss Christman also would not comment on motive, how police became aware of the body or the evidence that is being processed.

Officers were dispatched at 6:47 a.m. Saturday for a male subject down in the 500 block of East Grand Avenue.

When they arrived, they found the man dead. The Beloit Fire Department and EMS also responded.

Evidence has been sent to the state crime lab in Madison, according to the release. It is not known when it will be done being processed.

Depending on the results, Oliver may be arrested on additional charges, Druss Christman said.
