Janesville man arrested on sixth OWI charge

JANESVILLE—A Janesville man was being held at the Rock County Jail after his arrest Saturday night.

David P. Hoiland, 36, of 791 S. Main St., Janesville, was arrested just before 7 p.m. Saturday on charges of Operating While Intoxicated, reported to be his sixth offense; reckless driving and hit and run to an unattended vehicle, according to a Janesville Police Department news release.

According to the release, a dispatcher at the Rock County Communications Center received a complaint from a person at the local VFW about an intoxicated driver, who was later identified as Hoiland.

The reporting person said Hoiland came into the VFW clubhouse “very intoxicated” so staff refused to serve him. That's when Hoiland left upset, squealed the tires on his pick-up truck and almost hit another vehicle as he drove north on Center Avenue into the city.

Hoiland then pulled into a business on East Memorial Drive where he almost hit the building, before driving away and up to speeds of 80 mph down Harding Street from East Memorial Drive to Glen Street before officers could stop him.

When they made contact with Hoiland, they could detect a strong odor of an intoxicant on his breath. They also noticed his eyes were bloodshot and glassy. Hoiland also exhibited poor motor skills and slurred speech. His vehicle had fresh damage from hitting a parked vehicle, according to the release.

Hoiland refused to perform field sobriety tests.
