Shouldn't there be a debate in the 1st District?

— A Racine Journal Times editorial Thursday wonders why Republican vice-presidential candidate Rep. Paul Ryan, who is also running for re-election in the 1st Congressional District (which includes all of Racine County and almost all of Walworth County), isn't debating his Democratic opponent for the seat, Rob Zerban.

The editorial calls Zerban his party's most serious candidate against Ryan since 1998.

The reasoning from the Ryan campaign is that after all the time he's spent in office, constituents know Ryan and his record.

But voters in the 1st District, the editorial noted, deserve a debate between the contenders--and they deserve to know Ryan hasn't forgotten about them and the congressional seat that gave him the opportunity to be in the national eye now.

Update: Ryan's campaign commented:

Neither Joe Biden or Joe Lieberman, members of Rob Zerban's own party, debated their Congressional opponents while in similar positions as Paul.

Also, Congressman Ryan's participation in debates is more a function of the schedule, which has become slightly more hectic since he was selected as Gov. Romney's running mate, than a function of his willingness to debate his Congressional opponent.
