Elkhorn School Board to discuss updating privacy policy

— School board members Monday will consider extending to bathrooms a policy prohibiting the use of image devices in Elkhorn School District locker rooms.

“We subscribe to a service offered by the Wisconsin Association of School Boards that provides information on issues we may want to consider for district policy,” said Greg Wescott, the Elkhorn district administrator. “This came up, and we sent it to our policy committee for consideration.”

The Elkhorn district has a standing committee that considers existing and potential policy issues. The committee meets monthly and makes recommendations to the full board.

“We adopted the current policy in 2005 in response to some issues around the state involving locker rooms,” Wescott said. “Now, at the suggestion of the WASB and on a recommendation of our policy committee, the board will consider expanding that policy to bathrooms.”

The proposed policy prohibits the use of “cameras, video recorders and other devices that can be used to record or transfer images” in locker rooms and bathrooms.

Two forms of penalties are proposed.

Students or staff members who violate the policy would be subject to school disciplinary action and possible legal referral. Others violating the policy could be subject to penalties outlined in state law. Depending on the severity, a violation could be prosecuted as a crime, for example, if it involved nudity.

Building principals or their designees would be responsible for enforcing the proposed policy.
