Walker wants to stop Highway 12 bypass

— Gov. Scott Walker said he will ask the Wisconsin Department of Transportation to further review the proposed U.S. Highway 12 bypass of Fort Atkinson, according to a story in the Daily Jefferson County Union.

The story noted Walker’s statement was part of a letter to state Sen. Scott Fitzgerald, who read it at a meeting of the Town of Koshkonong board of supervisors.

The letter said Walker plans to ask the DOT to bring the project to the Transportation Projects Commission’s next meeting. The TPC, chaired by Walker, reviews major highway projects across the state.

The town board and a group called Friends of Koshkonong had recently submitted a petition of 1,189 signatures against a proposed alternative bypass of Highway 12.

Opponents say the proposed bypass would reduce property values, cause problems in town services and take agricultural land out of production.

Here's what the original story in the Daily Jefferson County Union says:

"The governor noted that the DOT will bring the (Highway 12 bypass) project for further review and discussion before the Transportation Projects Commission (TPC) at its next regularly scheduled meeting."

The story goes on to quote the letter Gov. Walker sent to Sen. Scott Fitzgerald:
"The current traffic volumes in the Fort Atkinson area would not warrant enumeration of this project by the TPC. Because of the citizen concern and in light of the low likelihood of prompt project enumeration, I am directing the DOT to stop its work on the Highway 12 bypass study project."

So, you have the governor saying he will bring the project before the TPC--which he chairs--for discussion, and saying in a letter to Fitzgerald that he is directing the DOT to stop work on the study project.

The headline says he wants to stop the expansion but the article says he wants to bring it before the transportation board to discuss. Which is it?
